Registration Subject to Confirmation Scenarios
Sam
- Currently has full registration
- Has not been employed in an ongoing teaching position in NZ since July 2006
- Has done more than 50 days of relief teaching in 2010 in two different schools
- Practising certificate expires in October 2011.
Sam has full registration and was first registered with the Teacher Registration Board in 1990. He has maintained his practising certificate and full registration since then. Sam taught continuously at Ferndale Intermediate School until July 2006 when he left NZ to travel. Sam returned to NZ in late 2009 and since 2010 has been day relieving in the Auckland area.
Sam's practising certificate expires in October 2011. He knows that although he did teach in Japan and the UK he does not have the two years of teaching in NZ in the last five years that he needs to maintain full registration. Because of this he intends to apply instead on a TC1 application form for a practising certificate and registration Subject to Confirmation (STC).
There is a testimonial section in the TC1 application form which needs to be completed by the professional leader or an appropriate other person who can attest that the teacher continues to meet the criteria for registration. Sam has been employed day relieving predominately at St James School over the last year. The Principal of St James School has signed the testimonial section of Sam's TC1 form as she is satisfied she has sighted the evidence that Sam continues to meet the criteria for registration.
Since Sam was first registered in 1990 and has maintained his full registration until now, the Council has not sighted and recorded Sam's teaching qualifications. He is required to send certified copies of these in to the Council with his application. Sam will have to find the originals of his qualifications and have these certified, however, he knows he can send his application in first and the qualifications can be sent soon after. These will be required before his application can be finalised.
While travelling overseas Sam spent 15 months in Japan. He applied for the police clearance before leaving Japan and he has a certified copy of this to send in with his application.
Applying for registration Subject to Confirmation is a new process for Sam. He decides to submit his application in plenty of time in case there is something extra he may have to do. He knows he can apply up to six months in advance and if his application is able to be approved before his practising certificate expires he won't be disadvantaged. This is because his new practising certificate expiry date will still be three years out from his current one that expires in October 2011.
Sam's checklist:

- Certified copy of the police check from Japan
- Get application in early - even up to six months.
Tracy
- Taught in ECE services from 1993 - 2003
- Held full registration from 1995 - 2008
- Currently has registration STC
- Practising Certificate expires in May 2011.
Tracy qualified as a teacher in 1993 and was granted full registration in 1995. She continued to teach in ECE services until 2003 when she stopped teaching and had two children. In 2008, when Tracy applied to update her practising certificate, she did not have sufficient recent teaching service (which is two years in the previous five years to maintain her full registration).
Tracy did, however, continue to meet the other criteria for registration and so she was registered with the category of Subject to Confirmation in 2008. Tracy has been employed in various educational roles since 2009, including project roles with the Ministry of Education and roles co-ordinating professional development courses for ECE teachers. These positions are not teaching positions, therefore, Tracy has not completed the supervised teaching requirements to be recommended for full registration.
Tracy's practising certificate expires in late May 2011. She has just now accepted and started in a part-time teaching position in an ECE centre and knows she needs to get an application in before the end of April 2011 for a new practising certificate. As she has STC Tracy needs to complete the TC1 application form and if all the requirements are met and it is approved, she will be granted another practising certificate with STC.
Tracy has discussed with the Manager at her new centre the supervised teaching requirements she will need to complete to be recommended for full registration. Tracy was not sure whether the processes of getting a new practising certificate and being recommended for full registration happened at the same time but when she contacted the Council through the Inquiries email address she got the following response:
Dear Tracy
Thank you for your email regarding practising certificate re-application and applying for full registration. Applying for a practising certificate and being recommended for full registration are two separate processes. As your practising certificate expires in May you will need to apply on the TC1 application form now to update this. Approval of this application will grant you a three year practising certificate with registration Subject to Confirmation.
In order to gain full registration from Subject to Confirmation you will need to complete three months of supervised teaching following the granting of registration Subject to Confirmation. Once you have completed this supervised teaching your professional leader can recommend you for full registration on the TC2 application form. Tracy's checklist:
- Complete TC1 application and submit this now
- Read the material on the Council's website about the Registered Teacher Criteria and applying for full registration from STC
- Plan with her Manager the programme of supervised teaching she will complete following the approval of her TC1 application.
