What is Satisfactory Teaching Experience?
To renew a practising certificate every three years the Act requires the Teachers Council to be 'satisfied that a registered teacher applying for a practising certificate has satisfactory recent teaching experience...'
Satisfactory recent teaching experience means:
- A period of employment of at least 2 years in the previous 5 years,
- In the general education system or an institution approved by the NZ Teachers Council for this purpose,
- As a teacher (or principal) or in a position seen by the NZ Teachers Council as equivalent to a teacher,
- Satisfactorily completed.
Satisfactorily completed means:
- that the teaching must be at a standard determined by the NZ Teachers Council to be a satisfactory standard, appropriate to the level of experience and responsibilities of the teacher. This standard is set out in the policy ' a satisfactory teacher'.
- that the teacher is actively involved in professional development.
- that there are no further matters that the NZ Teachers Council needs to be satisfied about - such as reported to it under the requirements of Section 129 or S.138A or S.138s of the Education Act.
Satisfactory Recent Teaching Experience
What does the Education Act Require?
There are four occasions when the NZ Teachers Council is required by the Education
Act to determine whether or not a teacher has 'satisfactory recent teaching experience'.
- When an experienced teacher applies for full registration on first application for registration. (In this case the NZ Teachers Council will itself apply the'satisfactory teacher' dimensions to the information that is provided by the applicant. It is over to an applicant to demonstrate to the satisfaction of the NZ Teachers Council that they are 'satisfactory').
- When a teacher wishes to move from provisional or subject to confirmation registration to full registration. (In this case the learning centre supporting the teacher will provide evidence to the NZ Teachers Council that the 'satisfactory teacher' dimensions have been used as a base for performance. The application for full registration will require a report to the NZ Teachers Council on the four professional areas.)
- When a teacher wishes to renew a practising certificate every three years. (In this case the learning centre employing the teacher will affirm to the NZ Teachers Council that the teacher would still meet the 'satisfactory teacher' dimensions. This will be done by a professional leader's endorsement. If a centre believes the dimensions not to be met then the matter will be rectified or a recommendation for de-registration will be made once employment contract requirements have been satisfied.)
- When a principal/senior teacher recommends to the NZ Teachers Council that a teacher should be de-registered because they are not a satisfactory teacher. (In this case the professional leader must supply the NZ Teachers Council with convincing evidence that the 'satisfactory teacher' dimensions are not being met and that the teacher is no longer being employed in that learning centre.
