Information for overseas applicantsApplicants with Qualifications obtained in an overseas countryAssessment of the comparability of overseas teaching qualifications to New Zealand teaching qualifications is undertaken by NZQA.
Trans-Tasman Mutual RecognitionTeachers holding current registration with the Queensland College for Teachers (previously known as Board of Teacher Registration Queensland), the Teachers Registration Board of South Australia, the Victoria Institute of Teaching, the Tasmania Teacher Registration Board, the Western Australian College of Teaching or the Teacher Registration Board of the Northern Territory are eligible to be considered for registration under the provisions of the Trans-Tasman Mutual Recognition Act. A completed TC1 form must be forwarded together with the registration fee, a copy of current registration in Australia, and a national police certificate from Australia. Once registered, teachers must meet the relevant registration criteria of the New Zealand Teachers Council with any subsequent applications.

English Language RequirementsPlease click here for the Language Policy updated on 31 March 2006Before becoming registered, teachers must be able to communicate effectively with the children and young people they teach, the colleagues they work with and the parents, whanau and caregivers of the infants, children and young people they teach. A high level of written and oral skill is required in either or both of Aotearoa New Zealand's official languages, English and Māori.
Language requirements for overseas teachers seeking registration or authorisation by a Limited Authority to TeachIn order to be registered/authorized a teacher/LAT holder needs to have: 1) Completed Teacher Education in New Zealand OR 2) Have completed Teacher Education in English (evidence required*) in a country where English is an official language** OR 3) Have evidence that English or Māori is his/her first language and it has been the medium of instruction in his/her primary and secondary schooling, and all schooling qualifications have been completed in English or Māori.
* This evidence will be in the form of a written statement from the institution confirming that English was the language of instruction for this qualification. The Council requires all teachers making an initial application, who do not meet the above requirements, to undertake and pass an approved test of language proficiency. For Te Reo Māori Whakamātauria Tō Reo (NMLPT) The Māori Language Commission Te Taura Whiri i te Reo Māori administer the National Māori Language Proficiency Test for all applicants wanting to claim written and oral proficiency in Māori. Those working in the Public Service require a level 3 pass, for those in teaching a level 4 pass is required.
Phone: (04) 471 0244 Applicants re-applying for registration All teachers, with overseas qualifications re-applying for teacher registration, must provide evidence that they can communicate effectively by: iii) Completing a recognised English or Māori language test, and obtaining the required test score (identified above), or iv) Providing evidence of work in a country, and in a teaching establishment, where English was the first and primary language for a period of two years within the five years immediately prior to the application; and v) Providing written testimonials on school letterhead from the school's professional leader, and one other senior teacher, who is able to attest to the teacher's ability to communicate effectively in English in a teaching setting. Those teachers with overseas qualifications applying for full registration Teachers applying to have their registration confirmed (i.e. applying for full registration) may be required to provide evidence of language competence again. In all categories above the NZ Teachers Council retains discretion for unusual cases to be considered on a case by case basis.
