DIRECTOR'S MESSAGE

Tēnā koutou, Greetings.

The Council has introduced national standards aimed at ensuring a consistent quality of graduating teachers and is releasing this information to the sector this week.

The Graduating Teacher Standards (http://www.teacherscouncil.govt.nz/education/gts/index.stm) are in response to a call from the teaching profession for more certainty in the quality of all graduates from all teacher education programmes.

We have developed the standards to ensure that, for the first time, there is an agreed national standard that graduating teachers have to meet, whether they will be teaching in a school or early childhood centre, including all Māori medium settings.

The standards set out what student teachers need to achieve to qualify as teachers and to apply for provisional registration. They describe what a graduating teacher will know, understand and be able to do, and the dispositions they will have that are likely to make them effective teachers.

From January 2008, teacher education providers will have to show that new teaching programmes align with the Graduating Teacher Standards if they are to gain approval to run the programmes.

Principals, head teachers, supervisors and employers will have a clear set of standards on which to base their expectations of new graduates, regardless of where they graduate from.

We have developed the standards in cooperation with, and with the support of, a wide range of representatives from the education community. Thanks to all who have contributed their time and effort.

(a) Learning to Teach: A Literature Review


I am also pleased to let you know that the first stage of our research programme on the induction of newly qualified teachers has been completed by NZCER and published by the Teachers Council.

The brief for the literature review was to examine best practices, underpinning theories and approaches to induction, including mentoring and assessment and to cover both international and New Zealand literature. You would find this a very interesting and useful resource for your school, as it lays out internationally agreed principles for effective induction of PRTs and makes some important recommendations for New Zealand.

The Teachers Council is making this area of professional learning a key focus for policy development over the next two or three years and will be working closely with the wider profession on the issues involved.
