DIRECTOR'S MESSAGE NO 7

DECEMBER 2005


The year draws to a close and the Council can reflect with some satisfaction on its achievements. Clearly the successful completion of the bulk renewal of practising teacher certificates and the 2005 Council elections has been significant. But other achievements are also noteworthy.

The Council has made significant progress in establishing its role in providing professional leadership. The release this week of the Initial Teacher Education Policy and Practice research project, in partnership with the Ministry of Education, provides a comprehensive overview of initial teacher education programmes in Aotearoa New Zealand.

Another less heralded project in which the Council has participated is the ICT Strategic Framework for Education. The purpose of this project is to provide the mechanism to guide and co-ordinate ICT investment towards improved education outcomes and student learning.

From a teacher's perspective, the ability to access a wide range of educational support via a single education portal makes sense. As a teacher, it is frustrating to continually be requested for similar or identical information from different education agencies. The obvious question is:

Why do I have to keep duplicating information when it should be able to be shared?

This initiative seeks to eliminate:

a. data being captured many times in many versions, different formats and via limited frameworks for data sharing or implementation;

b. the need for multiple passwords (for security reasons), duplicated processes and high cost.

The Council is participating as one of the partners in this education sector wide initiative.

Good Character and Fit to Teach - Policy Consultation

We are currently consulting on the draft of the Good Character and Fitness to Teach Policy. The Council have been deliberating on many of the issues over the preceding months and developed with the draft, a consultation document which highlights some of the issues that sit behind the policy. The consultation package has gone out to stakeholder groups in the education sector and has also been posted on the Council website. The timeframe for feedback has been two and a half months, with the consultation feedback due by 20 January 2006. It is acknowledged that for some interested parties, this time of year is a difficult one. Therefore, there will be some flexibility on the return date and should any groups find the deadline difficult to meet, they are encouraged to inform the Council so that it may be taken into account. It would also be useful for the Council if those responding wish to identify the sector interest they represent.

From the consultation, a summary of comments on each policy clause will be presented back to the Council for their discussion. Once the policy is adopted, amongst other avenues, it will be advertised in the Education Gazette and on the Council website.

Second Issue of forTeachers mō ngāKaiwhakaako

The second issue of our newsletter was distributed to centres and schools last week. Once again, we have included articles of professional interest to teachers with the theme of this issue being "supporting newly qualified teachers". Secondary schools may like to direct this issue especially to the attention of newly appointed Specialist Classroom Teachers who have a particular focus on mentoring other teachers.

In the first issue, we featured the issues concerning our Early Childhood Education Advisory Group, and this time, we feature the Māori Medium Advisory Group. A significant contribution this group has made to the work of the Council was the editing and approval of Ngā Tikanga Matatika, the Māori version of The Code of Ethics.

We recommend a copy of forTeachers is posted onto the staffroom noticeboard so that everyone has an opportunity to read it. Christmas Closure

The Teachers Council will close for the Christmas break on 23 December 2005 and will reopen on 4 January 2006.
