Competence Review TeamsCompetence Review Teams (CRTs) will consist of three members, at least one of whom must practise in the same sector as the teacher being investigated. CRTs will be convened as required and there may be several CRTs in existence at any given time, each dealing with different matters. In the first instance, unless it is not appropriate, complaints about teachers' competence will be sent back to the learning centre for resolution. NZ Teachers Council staff will assist by providing information to help the learning centre resolve the matter. If the competence issues are not resolved at the learning centre, or by other processes at the NZ Teachers Council, then a CRT will be appointed to investigate. CRTs may also investigate cases involving competency issues which have been referred from the CAC. CRTs will investigate in collaboration with the teacher and the teacher's current learning centre. Investigations may include learning centre observations by a CRT member or members, and monitoring of the teacher's performance over time. It is expected that CRTs will be composed of people who live in the same region as the teacher, so they can meet with the teacher more easily. CRTs will not have the power to impose penalties on teachers. Instead they will report to the NZ Teachers Council with the results of their investigations and make a recommendation about the appropriate action for the Council to take.
